Fed to Death: The Netherlands, Nitrogen, and the Hungry Soil in Your Garden

On the sandy heaths of the Veluwe, the largest stretch of lowland heath in the Netherlands, you can watch a landscape lose its colour. The purple of the heather is giving way, year on year, to the flat green of a few vigorous grasses and the dark sprawl of bramble and young birch. Nothing has been planted here and nothing sprayed. The heath is being fed to death, by a gas you cannot see.
That gas is ammonia, and the story of how the Netherlands came to have too much of it is worth telling, partly because it is dramatic, partly because it has frozen the building of houses across an entire country, and partly because the same quiet process is at work in British soils and in the patch of ground outside your window. Britain has never had a nitrogen crisis on the Dutch scale, which can make it sound like someone else's problem. It is not, and the honest version is more interesting. This piece takes all of it in turn: why Dutch land is so loaded with nitrogen, what the loading does, why Britain has escaped the crisis without escaping the problem, and what any of it has to do with how many kinds of flower you can grow.
Why the Netherlands is drowning in nitrogen
Nitrogen is not, in itself, a poison. It is the most common gas in the air we breathe and the nutrient that plants want most. The trouble begins when there is too much of it in the wrong chemical form, in the wrong place, and the Netherlands has arranged all three conditions at once.
The country farms animals at close to the highest density in Europe: dairy cattle, pigs and poultry packed into a small, flat, densely populated land. That livestock produces an enormous volume of manure, and manure gives off ammonia, the reduced form of nitrogen that agriculture emits. Unlike the nitrogen oxides that stream from car exhausts and travel far on the wind, ammonia tends to fall out of the air close to where it rises, settling on whatever lies nearby. In a small country where intensive farms sit cheek by jowl with more than 160 protected Natura 2000 nature sites, what lies nearby is very often a heath, a dune or a bog: exactly the habitats that evolved on poor soils and cannot cope with a rich diet. By 2018 something like three-quarters of the country's protected sites were receiving more nitrogen than they could absorb.
There is an irony worth naming. The same intensity that overloads the heaths has made the Netherlands one of the largest food exporters on earth, second only to the United States. The nitrogen problem is not a sign of failure but the by-product of a success, which is a large part of why it has proved so hard to fix.
How an invisible gas froze a country
For years the Dutch government managed this with a scheme called the PAS, which granted permits for new farms, roads and housing on the promise that nitrogen emissions would be brought down later by technical fixes and habitat repair. In May 2019 the country's highest administrative court, the Council of State, ruled that this ran counter to European law, because it allowed real harm now against reductions that were only hoped for. At a stroke the permit system seized up. Thousands of construction projects were frozen, worsening an already severe housing shortage, and a pollution problem became an economic and constitutional one.
What followed has dominated Dutch politics ever since. Farmers drove tractors onto motorways in some of the largest protests the country had seen. The government set out to cut nitrogen emissions by around half by 2030 and to buy out the highest-emitting livestock farms, at up to 120 per cent of their value and on condition they never farm the same way again, backed by a transition fund of some 25 billion euros. A new farmers' party, the BBB, rose from nowhere, and by 2024 had softened the buyouts from compulsory to voluntary and pushed to move the 2030 deadline to 2035. Then, in January 2025, a court in The Hague ordered the state to get at least half of its nitrogen-sensitive nature below safe thresholds by 2030 or pay a heavy fine. The politics are still unresolved: a country legally bound to shrink its own farming, and arguing bitterly about how.
Why Britain has escaped the crisis but not the problem
It would be comfortable to conclude that this is a peculiarly Dutch mess, and that Britain, with its greener reputation, is fine. It is not fine, and this is the part the headlines miss.
On the measure that matters most for wildlife, Britain is in a similar state to the Netherlands. The most recent national assessment finds that close to 84 per cent of the UK's nitrogen-sensitive habitats receive more nitrogen from the air than they can safely take, the level above which the mix of species begins to shift and thin. Ammonia is the main culprit here too, and while Britain has cut the nitrogen oxides from its traffic and power stations sharply over recent decades, ammonia from farming has barely fallen at all. The clearest running sore is the River Wye, where a dense concentration of poultry units in the catchment has helped tip a much-loved river towards collapse through nutrient pollution, nitrogen and phosphorus together. The nitrogen problem is here. It is simply quieter.
Why, then, no British crisis of the Dutch kind? Three differences, mainly. The first is the pathway. Britain's own legal flashpoint has been about nitrogen and phosphorus washing into rivers and estuaries rather than ammonia raining onto heaths, and it surfaced as the rule of nutrient neutrality, which since 2017 has blocked new housing in catchments such as the Solent, the Somerset Levels and the Wye unless the extra waste is offset. Strikingly, that rule reached English planning through the very same European case law that detonated the Dutch crisis. The second difference is space. Britain is larger and less intensively stocked overall, so sources and sensitive sites are more spread out, and the worst hotspots stay local rather than blanketing the country. The third is law and politics. Where the Dutch have bound themselves ever tighter, Britain, now outside the EU, has been loosening its version: the Planning and Infrastructure Act, which became law at the end of 2025, sets out to replace case-by-case nutrient neutrality with a national fund and delivery plans, on the argument that homes should not be held hostage to it.
So the fair summary is not that Britain solved nitrogen. It is that Britain has the same disease at a lower fever, on a different pathway, under a legal system currently trying to make it less rather than more binding. The common instinct that the crisis is Dutch is right; the assumption that the problem is Dutch is not.
The same story, one thousand times smaller
Here is where it comes home. The process degrading the Veluwe is the same one that decides how rich or how dull your own ground can be, and there is a piece of English farmland that has been proving it for longer than anyone alive.
At Rothamsted in Hertfordshire, the Park Grass experiment has been running since 1856, which makes it the oldest ecological experiment in the world. It began as a study of how to grow more hay, by feeding plots of old meadow with different fertilisers. On the plots left unfed, forty or so species still grow together in a fine, mixed sward. On the plots given plenty of nitrogen, that number collapses to two or three, a monoculture of the fastest, hungriest grasses, with the wildflowers shaded out and gone. Add nitrogen as an acidifying form and the soil itself sours and the losses deepen. And when, between 1991 and 2012, the nitrogen falling from Britain's air roughly halved, the plots began quietly to recover diversity again. Feed grassland and you get bulk and monotony. Starve it a little and you get flowers.
This is the counterintuitive rule at the heart of wildlife gardening, and it runs against every instinct a gardener is taught. For a meadow, and for the insects that depend on its flowers, fertility is not wealth. It is the enemy of variety. Rich soil grows a wall of cocksfoot, nettle, dock and cow parsley that a harebell or a knapweed cannot compete with. Poor soil, the kind most gardeners spend money trying to improve, is where the many-flowered meadow becomes possible.
In your garden
Stop feeding the ground you want to be wild. A wildflower patch does not want fertiliser, manure or a rich compost mulch. If you have been feeding a lawn you hope to diversify, the single most useful thing is to stop.
Cut it, then take the cuttings away. Leaving mown grass to rot returns its nitrogen to the soil and feeds the very grasses you are trying to weaken. Cutting a meadow once or twice a year and removing the arisings slowly strips fertility out. This is the patient engine of a good meadow, as the piece on soil and nutrients explains.
Sow yellow rattle. Rhinanthus minor is a hemiparasite that taps into grass roots and saps their vigour, opening gaps for flowers. It is the nearest thing to a meadow-maker in a packet, and it works with the grain of everything above.
On rich soil, go poorer on purpose. Where the ground is fat, scraping off the top few inches or sowing into scarified, impoverished patches will do more than any seed mix scattered onto lush loam, which will simply revert to grass.
Keep the vigour where it belongs. None of this makes nettles or brambles villains. A nettle patch in a sunny corner feeds the caterpillars of peacock, small tortoiseshell, comma and red admiral butterflies, and bramble flowers are among the best nectar around, as the piece on wild bees notes. The rule is not to banish the hungry plants, but to keep them out of the ground you are managing for flowers.
One honest caveat, to keep a sense of scale. Skipping the lawn feed is good for your own patch, but a single garden's nitrogen is a rounding error beside a nation's livestock and traffic. Some falls onto your beds from the air whatever you do, which is a reason to add no more, not a promise that restraint will rescue a heath. And de-enriching soil is slow, measured in years of cutting and carrying. The reward is real, but it arrives at the pace of soil.
The enrichment paradox
There is a version of this story for anyone who runs an organisation, and it is worth telling plainly rather than as a fable. The Dutch heath and the Park Grass plot describe the same paradox: pour in more of the richest input, and diversity does not rise, it falls, because a few fast-growing dominants convert the abundance into sheer bulk and shade out everything slower and more specialised. The Netherlands is the paradox writ large, a farm system so productive that its own intensity is degrading the ground it stands on and, through the courts, has begun to freeze its own growth.
The lesson is not the tidy one that inputs are bad and scarcity is virtuous. The point is narrower: unmanaged enrichment concentrates advantage in whatever grows fastest, and a system optimised only for yield will tend, left alone, towards a monoculture that is productive and poor at the same time. Diversity, in a meadow or an organisation, is usually something you protect from abundance, not with it.
The hungry ground
Nitrogen is the strangest of pollutants, not a toxin but a gift given to excess, the same generosity that turns a Dutch heath to rank grass and a fed meadow to two species of nothing much. So when you stand over your own patch this year, resist the urge to enrich it. Cut it and carry the cuttings away. Sow the rattle. Let the soil stay a little hungry, and let it answer, as poor ground does, with more kinds of life than a rich one ever could.
